Are the Movies Canon?

I don't know if this has come up before, but I've always wondered about anime canon, in the sense of what is canon and what isn't. The movies seem to be separate from the show itself, so do you consider the Pokemon movies canon to the anime, or separate?
 
Bulbapedia obviously considers them canon now, though in past, they didn't. Not sure what changed their mind, though. I must admit I didn't consider movies, except Movie 1, canon for a very long time, but now I am not so sure. There were some mentions of movie events in Anime, even in original version, though dub added some more. For me, the movies which had some sort of reference in Japanese version of anime are definitely canon. The rest, however, I am still not so sure.
 
I know at one point when they meet a baby Lugia in the Whirl Islands portion of the Johto anime saga, they mention seeing one before, that one being in Pokemon The Movie 2000.

Then Ash meets Zapdos/Articuno/Moltres in the anime and acts like he has never seen them before.

Consistency is not the strong suit of the writers.

Yeah, and in the case of Zapdos and Moltres, this is despite technically meeting them the first time in Island of the Giant Pokémon and right before the Indigo League, respectively, well before Pokémon 2000.

Heck, even the anime can't get its own episodes straight, like how the Brandon rematch infamously had wrong flashbacks to the Kanto team, or how May claimed she had previously used Skitty in a previous contest when she had actually used Beautifly.

As far as the movies' canonicity, we most certainly know that Movies 1, 2, 7, 9, and most likely the DP trilogy at least are canon, since Movie 1 was heavily alluded to in various episodes (and even got a sequel of sorts with Mewtwo Returns), Movie 2, as noted above, was referenced in the Whirl Islands arc, even in the Japanese version, Movie 7, let's face it, when the home town of a certain rival is explicitly a movie-only location, there's no denial that it is canon, Movie 9 had the Manaphy in that film being referenced in one of the episodes, and so far as the DP trilogy, for starters, Dawn had that lunar wing she got in the episode where Darkrai appears, which she only got in Movie 10, and since the succeeding two movies were part of a trilogy instead of being relatively stand-alone, that by extension makes Movie 11 and 12 canon as well. In fact, I'd argue ALL of the movies are canon anyhow. Probably the only ones that MIGHT not be canon are those Pikachu movies, though even that's in the gray area.

Movie 4 is also canon, since it's the reason why the GS Ball was "forgotten".

But, if all the movies are canon, shouldn't Ash be one of the biggest heroes of Pokémon World? Yet, he is still treated as normal trainer in both anime and movies. And that's actually the biggest problem I have in accepting movies as canon. Hack, with exception of the DP trilogy, I even have problem to accept that movies are canon with each other.

And, for record, Drew being from LaRousse City doesn't make Movie 7 canon. It only proves there is a place named LaRousse City, not that the events of Movie 7 happened.

In all fairness, other than Leagues/Coordinator stuff (and even THEN, they rarely recognize that about him. Probably the only person I can name who actually DID recognize Ash from a prior League win is Max and possibly Casey), what exactly has Ash (or his friends, for that matter) been recognized for in the Anime (even ignoring the movies)? He's tackled disasters throughout various anime episodes, yet no one seems to actually recognize him. Heck, he actually technically "died" on the St. Anne's sinking, yet no one, not even his mom, commented on that. And I can also name instances where the anime conflicted with ITSELF on more than one occasion. Aside from the bits where Ash acts like he doesn't know a Pokémon he actually encountered in prior episodes or even owned via Pokedex, there's also how May claimed that she used Skitty in a prior Pokémon Contest, when in actuality she used Beautifly. Should we claim that her using Skitty is non-canon then?

The rest are the anime's central characters at some point walking into some situation or other and general cacophony of events, and then reacting to them, while on their journey but directed elsewhere. As such, you could perhaps refer to them as canon, although it is worth noting that they have increasingly become a bit unrelated to the anime or anything and effectively just self-aggrandizement on their part. For a brief point they were just a question of throwing out temporary romance plots, for instance, eventually in the Latias movie involving a Pokémon. In that sense, whether or not you consider these a part of the anime might not change that, although people might well consider it canon generally. Obviously there is some continuity there, and for instance the Jirachi film may not have had the same implications given to May's wish, and the watching of stars, etc., if not for shipping and the rest of the anime, which at least shows that there is some intended continuity or progression where these films occur at some point in the path of the main anime.

We know that at the very least, the first five movies actually DID attempt to be actual storylines and far more than just a cynical way to promote a mythical Pokémon via product placement and distribute it (I think the first movie to actually do that was Jirachi. The five original movies certainly didn't distribute mythical Pokémon, and in fact, only Movies 1 and 4 even had mythical Pokémon at all. Ironically, Movie 4 if anything ruined a potential advert for Celebi via causing the GS Ball plotpoint to be dropped).
