What sort of level caps are you trying to make? Are you wanting it to be like Pokémon Black/White, where the experience you gain from battles gets less and less as your Pokémon keep leveling up? Are you wanting some sort of a hard-cap, where your Pokémon just can't go past a particular level? Or were you wanting something where the Gym Leader's Pokémon keep getting stronger as your Pokémon get stronger, so as to match your level?
Since you guys are still trying to figure this out.
You won't be able to implement a level cap in AdvanceMap or PKSV, this is not something these tools can do.
Your best bet will be working with the decomps or a rome base, that has this feature already in them. Take a look at this post.
If you want this for Base Emerald then you are most likely requiring some sort of ASM.
Either you are going to find something in the ASM Research Thread, write it yourself(Kappa) or get it somehow from the mentioned rome base.
So this won't be that easy :(
To be honest, doing this in Emerald with binary hacking in 2022 is pretty self-handicappy.
You're better off looking into the pokeemerald decomp, especially because in that case there are undoubtedly already existing hacks that implement this feature that you can use the source code from.
