Why there aren't move tutors who teach Outrage and Throat Chop?

I've had the same problem. I tried to evolve it at night and it actually evolves. Maybe somehow the time system is messed, like Pokemon Moon and Ultra Moon. That happened to me, night was day and day was night.

Hisuian Decidueye at day, Alolan Decidueye at night.

Will you add move tutors who teach Throat Chop (by the way, Meowscarada should learn this move, and why can't Lokix learn it anymore?), SIgnal Beam and Outrage?

Are you planning to add more TMs (Such as Stone Edge, Energy Ball, Scald, Earth Power, Throat Chop)? And is there any move tutors in this game who teach moves like these, or also moves like Signal Beam, Dual Chop, elemental punches and fangs, Liquidation, Dual Wingbeat...? Cause i didn't see...

Yeah, i didn't use cheats, i never use them in a rom hack. The bad egg Just appeared in my PC out of nowhere. I had to reset my save.

Yes, you need to interact with them to battle. You don't have to do it if they're from Team Magma or Aqua.
